"All Paws on Deck" is the 16th episode in Season 9 of PAW Patrol.
Summary
Ryder and his team of pups must take on 10-year-old genius, Codi Gizmody, who has her sights set on building her own high-tech city to replace Adventure Bay. Joining the PAW Patrol on this mission are all their friends, including Everest, the first pup to ever join the PAW team; Tracker, the pups' Spanish-speaking pal; royal pup Sweetie; super twin pups Tuck and Ella; dinosaur-loving and speaking Rex; the newest member--fearless and loveable city pup Liberty, and more. It'll take all the PAW Patrol pups, along with Wild and the Cat Pack, working together to find a way to stop Codi once and for all.

Synopsis
At Adventure Bay City Hall, Mayor Goodway is excited for Codi Gizmody coming to visit Adventure Bay, who soon arrives with her robot assistant Elly-Dee. Goodway is excited to show Codi Adventure Bay, but Codi offers to take Goodway on a tour over the city, but while doing it, Codi secretly voices her evil plan to Elly-Dee.
Back at the Lookout, Chase and Rocky explain everything to the other pups, while Codi drops Goodway off back at City Hall, where she then asks to buy the city from Goodway, but Goodway can't do that. Angered at being told "no", Codi decides to take Adventure Bay for herself, without permission, using her latest invention, the "Relocator". She sends Mr. Porter's Cafe to the jungle, and this causes Alex to call Ryder, unaware that Codi is eavesdropping on the conversation. Ryder summons the pups as always, but before they can finish their briefing and deploy, Codi makes her move and sends Ryder and the startled pups to find themselves in a tree, far from the Lookout.
With the PAW Patrol out of her way, Codi continues her plan to turn Adventure Bay into Codi Cove, using her Relocator to transport various buildings away from Adventure Bay and to other locations while supervising things from the Lookout, sending Robo-Dog and the PAW Patroller to a beach. Once Ryder and the pups get down from the tree, they go after Robo-Dog while Codi continues her rampage.
Her actions soon get the attention of many of the PAW Patrol's allies, like Everest, Tracker, Sweetie, Coral, Arrby, Wild and the Cat Pack, Liberty, Rex, Al, Tuck and Ella, while her drones grab all the residents of Adventure Bay and take them to the Lookout to be held hostage. When Codi threatens to send everyone to the Moon, her Relocator runs out of juice before she can and can only do so once fully charged.
In the meantime, Goodway warns Ryder of the situation, and soon the other allies call in with their situations, and Ryder realizes they will need everyone to stop Codi, every pup and the Cat Pack. With that, he has the PAW Patroller put in stealth mode, and has Robo-Dog floor it to get back to Adventure Bay to use Codi's Relocator to get everything back, along with bringing all their allies as well, so they can take out the rest of Codi's drones and save the city and everyone from her wicked plan.
Once the PAW Patrol get back to the Lookout, they ambush Codi and start taking out her drones before taunting her to come after them. While Codi follows most of the pups, Rocky and Skye keep Elly-Dee distracted while disabling the Relocator from recharging and then switch it into reverse, bringing all the buildings back, along with their allies, to Adventure Bay. When Codi discovers this, she retreats back to the Lookout and her Relocator, orders Elly-Dee to resume recharging it, and orders the rest of her drones to form up into the Codi-Molisher to demolish Adventure Bay herself, with her first target being City Hall itself.
However, with all pups and the Cat Pack on scene, Codi grows increasingly frustrated as they tear the Codi-Molisher apart before she can so much as smash one column or brick off of City Hall until they fully destroy it, stopping Codi's plans, much to her fury. However, when she regroups with Elly-Dee and learns that the Relocator is fully recharged, she prepares to send the Lookout and everyone on it to the Moon, but her out-of-control vehicle ends up spinning the Relocator around so it zaps her instead, sending her crippled vehicle, Codi, and Elly-Dee to the Moon instead. Incensed by her defeat, Codi orders Elly-Dee to prepare her plans for a rocket ship so she can return to Earth, vowing that the PAW Patrol and Adventure Bay haven't seen the last of Codi Gizmody as she vows revenge.
Back in Adventure Bay, a mass celebration is being held to honor the PAW Patrol and all their allies for saving Adventure Bay and the citizens from Codi's wicked plan. As Goodway thanks them for their heroism, Ryder assures her that whenever they are in trouble, just yelp for help, with all of the pups and the Cat Pack saying it together.
Shortly thereafter, Mayor Humdinger arrives with his Kitty Catastrophe Crew. They were so clueless, they had no idea what they missed.

- Use his net as a trampoline to get everyone down from the tree.
- Use her wings and goggles to see what’s happening at the Lookout. Later, fly Rocky to the Relocator.
- Drive the PAW Patroller to the edge of the forest and pick up the PAW Patrol. Later, drive the citizens back to town when it’s safe.
