Synopsis
Using the light of the Mer-Moon, Cap'n Turbot sails Ryder and the pups on the Flounder to Puplantis for a Mer-Pup Mer-Moon celebration. Skye sings a lullaby she heard as a baby pup, prompting Cap'n Turbot to the tell the pups the legend of a "land-lubbering" pup that was lured out to sea by the singing of the Mer-Pups, and had so much fun with them that she stayed in their underwater world, which Skye had also heard of.
Mama Mer-Pup and her baby surface and gesture for the group to follow them before nudging noses with each of the pups, turning them into Mer-Pups, and guide them down to the city of Puplantis. Within the city, all of the Mer-Pups are singing and dancing except one, who puts on headphones to tune out their singing, and his squid friend. The group is greeted by Coral, who to their surprise, is a Mer-Pup that can speak. After singing the same lullaby as Skye, it is revealed that Coral is the Land-Pup from the legend, and also Skye's long-lost cousin.
However, before the two can connect, a Mer-Pup calls Coral for help with Moby, the mer-pup who is still wearing his headphones, unaware of the incoming sea-traffic he's about to swim into. After rescuing him with Skye's assistance, Coral gives the group a tour of the city, explaining a life of singing and dancing that all Mer-Pups enjoy, Moby being an exception. Learning that he makes inventions, Rocky and Zuma swim over to greet Moby with a paw-bump, but quickly decide to rejoin the group after Moby's confusion to their Land-Pup actions. As the two leave, Moby undergoes a Land-Pup transformation and floats upwards to the surface with McSquidly. Now able to walk and talk, Moby discovers Junk Island where he plans to make inventions from the leftover junk.
Once back on the Flounder, and after learning from Cap'n Turbot that Mer-Pups can be transformed into Land-Pups, Skye turns Coral into a Land-pup by bumping paws with her so they can explore Adventure Bay together. In case the Mer-pups have an emergency, Coral tells them to communicate via bubble bark, a bubble that carries and releases a Mer-Pup's bark when popped. Meanwhile, Moby has crafted his own pup-pack, suit and a vehicle he dubs the "Moby-Mobile". However, he begins to feel homesick, but also does not desire to be around the Mer-pup's singing and dancing, so he conjures up a plan to float Puplantis, using floaties, to the surface to force the Mer-Pups to leave, leaving the City all to himself.
Back at the Lookout, as the pups are playing a game of soccer with Coral, they receive a bubble bark from a Mer-Pup witness, learning that Puplantis is in danger with Moby being at fault, only for Ryder to get a call from Cap'n Turbot about the city of Puplantis being on the move. Calling the pups to the PAW Patroller, the pups are suited up in their brand new Aqua suits as the PAW Patroller transforms into the Whale Patroller and submerges into the sea. Before their mission briefing, Ryder shows the pups their brand-new underwater vehicles, all based on real aquatic animals. He assigns Skye to use her manta ray sub to search for Moby and asks Coral to lend her assistance to guide the pups through Puplantis and interpret the Mer-Pups. He sticks a pup-tag onto her suit for communicative purposes, and the team deploys with Skye and Coral being the first two to slide into their new respective vehicles.
As they spot Puplantis floating up the surface, Ryder calls the rest of the pups to rescue the disoriented Mer-pups, while Rocky uses his vehicle's saws to cut the city free from Moby's floaties. However, before he can free the castle, he's stopped by Moby's vehicle's ink, unable to see. With the castle still floating upwards, Moby hatches another plan to use an abandoned propeller he found earlier to sail the castle away once it surfaces and flees towards it. Skye spots him near the castle, and the PAW Patrol pursue him, but are stopped by a trail of ink Moby left in his path, obscuring their vision. Coral uses her vehicle's bubbles to make a path through the ink, guiding the team into the castle. Coral and Skye take a shortcut and catch up to Moby, but he escapes through a window as the castle surfaces above the sea. Using a remote he created, he activates the propeller, causing the castle to gain momentum. In doing so, the PAW Patrol stumble off into the water as Moby hangs onto the top of the castle with McSquidly, losing the remote, which McSquidly accidentally breaks, trying to retrieve it, causing the castle to veer out of control towards Adventure Beach.
After calling Robo-Dog to bring the Whale Patroller to their location and for Skye to keep an eye on Moby from the air, Ryder splits the pups in two teams and has Zuma, Rubble, Marshall, and Chase sail alongside the castle and steer it away from the beach while Coral and Skye stop the propeller. Using her hook, Skye carries Coral's seahorse sub into the air, where it transforms into a motorcycle as Coral lands on the castle. With her sticky bubbles, Coral clogs and stops the propeller from moving, but the castle continues to accelerate towards the beach. Fortunately, Robo-Dog arrives and uses the impact of the Whale Patroller's splash to successfully push the castle away. Moby falls off and tries to flee once again, but a Mer-Pup transforms him back into a Mer-Pup, forcing him to retreat underwater.
The team steer Puplantis back where it belongs, and Coral thanks Ryder and the Aqua Pups for saving Puplantis. Having fun adventuring with her cousin, Skye asks Coral if she would like to join them back in Adventure Bay, but Coral politely declines, stating that the Mer-Pups need her. Transforming back into a Mer-Pup, Coral, Skye and the rest of the team bid farewell to each other, and as Puplantis sinks back into place, Coral looks up at the moon and sees Skye fly off.
