Synopsis
At the Lookout, the pups and cats watch Rory give a demonstration on how to pounce through her obstacle course before she calls on Rocky to give it a try, but he fails to leap over a stack of buckets. Meanwhile, at City Hall, Mayor Goodway stores some paperwork and the gold key to the city, which has the power to open and close any door in Adventure Bay, in a safe she calls the "Anti-Humdinger 3000". Unaware of Mayor Humdinger who has been lurking and listening to her talk outside, she leaves City Hall to get more food for Chickaletta while Humdinger conjures up a plan to steal the key to Adventure Bay for himself.
In his lair, Mayor Humdinger reveals his transformo-zapper, transforming Meow-Meow back into Hench-Cat, much to the disappointment of his feline companions. This time, he adds a remote-controlled command collar to ensure Meow-Meow's obedience. After the transformation, Humdinger heads to City Hall, where he kidnaps Chickaletta by trapping her in his top hat, while Meow-Meow steals the safe. However, their escape is thwarted when Mayor Goodway arrives, catching them in the act, and summons the PAW Patrol for help. Humdinger flees on top of Meow-Meow, carrying Chickaletta and the safe, towards Foggy Bottom.
Back at the Lookout, Mayor Goodway calls and tells Ryder about the situation with Mayor Humdinger and Meow-Meow, so Ryder summons the PAW Patrol and Cat Pack to the Lookout where they all suit up. After their mission briefing, Ryder assigns Skye to search for Meow-Meow from the air, Leo to use his strength to carry the safe back, and Wild to use his speed to Match Meow-Meow's rockets. With that, the team deploys with Skye and Leo being the first two slide down and ride off in their respective vehicles.
On their way back to Foggy Bottom, Mayor Humdinger unintentionally commands Meow-Meow to drop the safe, which falls somewhere near a cliff and breaks open from the impact. In a state of panic, Humdinger accidentally kicks Meow-Meow's collar off, and Meow-Meow regains full control of himself, landing near the safe with Chickaletta leaping out from Humdinger's hat as he stumbles off of Meow-Meow's back. Seeing the safe open, he swipes the gold key, but then gets locked inside the safe in a flee attempt to keep it away from a very hungry Meow-Meow.
Skye soon flies overhead and spots Meow-Meow eating the outer metal pieces of the safe, relaying the location to Ryder. He deploys Wild to lure Meow-Meow away from the safe, but as he eats the outer pieces of the safe, it starts to wobble towards Chickaletta, so Wild uses his rocket boosters to rescue her from being crushed instead. After learning that Humdinger is trapped inside the safe, Ryder calls on Rory and Shade for backup, and as they wait for the two cats to arrive, Skye uses a steel yarn ball to distract Meow-Meow away from the safe, but he inadvertently pushes the safe towards the cliff in the process. Before it can fall off, Leo uses his vehicle's powerful jaws to grip and pull the safe back up to safety.
When Shade and Rory arrive, Shade sneaks Rory over to Meow-Meow where she uses her tiger pounce to leap onto his back in an attempt to shut him off, but Meow-Meow is quick to react and abandons the yarn ball, flying off with Rory hanging onto his back. Meanwhile, Leo uses his Lion Strength to pull open the safe and free Mayor Humdinger, who returns the gold key to Ryder. To stop Meow-Meow, Skye locates his command collar and Rory uses her Tiger Pounce to leap off his back and over to it. Meow-Meow tries to get away, but Leo startles him with a roar, allowing Rory to jump back onto him and reattach the command collar. With Humdinger's remote control in his possession, Ryder commands Meow-Meow to return to Humdinger's lair where Shade reverses his transformo-zapper, turning Meow-Meow back into his smaller self. As punishment for his actions, Shade uses the zapper to zap itself, rendering it small and unusable. Mayor Goodway then shows up to retrieve Chickaletta and the key, thanking PAW Patrol and Cat Pack for saving the town. Rocky fixes the pieces Meow-Meow had eaten off of the safe and the group celebrates.
