"Mighty Pups vs. The Mayor of the Universe" is the 13th episode in Season 10 of PAW Patrol.
Summary
Liberty and the Poms team up with the Mighty Pups to save Adventure Bay from being crushed by a giant, flying top hat.

Synopsis
Liberty and the Junior Patrollers are riding into Adventure Bay on her Mighty Pups motorcycle and run into Mayor Goodway, leading to introductions between the mayor and her guests. Unfortunately, the drawbridge that vehicles need to cross breaks down, and the Junior Patrollers get ahead of themselves in trying to assist Mayor Goodway. Liberty gets her small friends safely off the bridge, and Ryder soon arrives with Chase and Rocky to take over. As Chase attaches his winch to Mayor Goodway's stranded car and Rocky puts a stop to the bridge, Liberty and the Junior Patrollers help with traffic control.
With their part in the rescue ended, Liberty takes the Junior Patrollers off to Katie's Pet Parlor. Unbeknownst to the PAW Patrol, the bridge's malfunction is the result of machinations by their old enemy Harold Humdinger, who is working on a new vehicle for his uncle the mayor. Unexpectedly, his latest creation is smashed by an arriving Mighty Meteor containing a crystal that soon gives Harold new and improved versions of his old technology-manipulating powers. This quickly goes to Harold's head, and he sets out to build a lair for himself as he proclaims himself "Mayor of the Universe."
Liberty and the Junior Patrollers soon become aware of Harold's scheme, as he steals materials from around Adventure Bay in order to construct his new lair. The Junior Patrollers end up being carried away in the process, and Katie quickly calls Ryder to appraise him of the situation. Ryder promptly summons the Mighty Pups, with Marshall tripping on a stray gear of Rocky's to make his usual elevator crash. The Lookout transforms into Mighty mode, this time with the meteor splitting to produce seven crystals that imbue Liberty and the other pups with new Mighty powers.
Ryder selects Liberty and Chase as the primary responders but also summons the rest of the Mighty Pups to join them in the field. The group soon arrive on the scene as Harold is continuing his crime spree and begin employing their powers to try and halt Harold's machinations. Liberty tries to sneak up on Harold in order to rescue the Junior Patrollers and ends up infiltrating his new lair. She and her small friends are soon reunited, and eavesdrop on the Humdingers as Harold announces his plans and deploys his new lair in flight.
Liberty quickly alerts Ryder as to the situation, and he dispatches Skye and Chase to rescue the stranded pups. When the Humdingers spot the pups trying to escape, Liberty manages to launch the Junior Patrollers from the lair but ends up being imprisoned in an energy bubble by Harold. She manages to take advantage of the Humdingers' bickering to turn them against each other, which soon has the lair flying out of control. As the Mighty Pups prepare to address the situation, the Junior Patrollers come up with a plan for rescuing Liberty.
Marshall, Rocky, and Rubble use their powers to deal with collateral damage on Jake's mountain, while the Junior Patrollers make their way back onto Harold's lair. After leading the Humdingers on a chase, they manage to seize Harold's power crystal, which splits into three and gives each of the Junior Patrollers the power to duplicate themselves. Harold is furious when he discovers the theft, but the Junior Patrollers' powers overwhelm his forcefield and break them and Liberty free. Mayor Humdinger then breaks the lair's controls, and Skye only narrowly manages to stop the vehicle from crashing into City Hall using her super strength.
As Chase begins evacuating civilians with his super speed, Liberty and the Junior Patrollers seize some rockets from Harold in order to affect a plan to deal with the deteriorating lair. Using the rockets and their duplication powers, the Junior Patrollers assist Skye and Liberty in carrying the lair into space. There, they send the vehicle flying into a black hole, soon followed by the crystal previously used by Harold and the Junior Patrollers. With Adventure Bay saved, the denizens celebrate with waffles at Mr. Porter's cafe, served by the still grumpy Humdingers.

- Use her super stretching ability to get close to Harold and take the crystal. Later, wrap herself around the flying top hat to hold it together.
- Use his super speed to keep people out of danger. Then go with Skye to rescue Liberty and the Junior Patrollers from the flying top hat. Later, his super speed to get everybody far away from the flying top hat.
Backup Responders (2nd Emergency)
- Use his super heat paws to melt the ice in the street. Then melt the giant snowballs. Later, use his ladder to rescue Chickaletta from on top of city hall.
- Use his super water power to stop the appliances from crashing into everybody. Later, prevent the escape hat from crashing into the bay.
- Go with Chase to rescue Liberty and the Junior Patrollers from the flying top hat. Later, use her super strength and flight to prevent it from crashing. Then push it into the black hole with the Junior Patrollers’ aid and carry Liberty back down to the ground.
- Use his super wrecking ball power to break the giant snowballs.
- Use a lamppost to hit a giant snowball away from Jake.
- Get on the flying top hat before getting caught by Harold, take the crystal before getting put in the bubble, and use it to free themselves and Liberty from the bubble. Then use their super multiplication power to catch the falling pieces of the flying top hat. Later, help Skye push the flying top hat into the black hole and put the crystal into it.
