"Pups Save a Sand Sculpture Contest" is the second segment of the 5th episode in Season 9 of PAW Patrol.
Summary
When Mayor Humdinger tries to cheat at the Adventure Bay sand sculpture contest, his machine goes out-of-control. It's up to the pups to save the day.

Synopsis
At Adventure Beach, Cap'n Turbot, Farmer Yumi, Mr. Porter and Alex, and the PAW Patrol are all constructing sand sculptures for Adventure Bay's first Sand Sculpture Contest, hosted and judged by Mayor Goodway and Chickaletta.
Mayor Humdinger desires to win the trophy, but is worried about the high quality of the other contestants' entries. As a result, he hatches a scheme to cheat by spray-painting a giant, metal top hat to look as if it is made of sand. However, he still worries the others' entries are too good to beat and paces in thought until a sudden gust of wind nearly topples the contest banner, which Marshall, Rocky, and Ryder are quick to save. Unfortunately, this inspires Humdinger to literally blow away the competition using a fan he dubs the Humblower.
After Mayor Humdinger instructs the Kitten Catastrophe Crew to use the Humblower to blow away the other contestants' sand art, Cat Rocky and Cat Rubble fight over which switch to push, resulting in Cat Rubble falling over the exact switch Humdinger warned them not to press, putting the Humblower on full-blast. The fan goes out of control and whooshes around Adventure Bay, nearing Katie's pet parlor and knocking down its sign. After witnessing the scene, Katie calls the PAW Patrol for help and relays the situation to them.
Ryder summons the PAW Patrol to the Lookout where they are up in their standard gear and briefed on their mission. He assigns Skye to use her copter to find the runaway Humblower and Chase to use his cones to slow it down. With that, both Skye and Chase slide down into their respective vehicles and set off with Ryder to Adventure Bay.
After Skye spots the Humblower taking the kitties toward the playground, Chase deploys his cones ahead of it. Startled, the kitties lean off to the side, causing the fan to swerve away from his roadblock and into the playground where it blows Daring Danny into a bush and his kite away into the air.
Skye reports to Ryder that the fan is headed back toward Katie's pet parlor and uses her hook to retrieve its fallen sign, putting it back in place. Chase deploys his net, which temporarily stops the fan and launches it backwards, including the kitties. He deploys a trampoline net to safely catch them all except Cat Zuma, who flies over and holds onto Danny's runaway kite.
While Skye rescues Cat Zuma with her harness, Ryder deploys the rest of the pups to head to the beach to warn everyone of the incoming fan. As the Humblower approaches, Rubble demolishes his sculpture of the Lookout into a ramp that launches it into the air. On Ryder's command, Skye airlifts Rocky with her hook, allowing him to turn off the fan with his screwdriver. Once off, the fan falls onto Humdinger's metal top hat, scraping some of its paint and earning him a disqualification.
After Mayor Goodway announces Farmer Yumi as the winner of the contest, she thanks Ryder and the pups for saving the contest. Yumi gives a special thanks to Rubble for sacrificing his sand sculpture to save everyone else's and shares the trophy with him.
