"Pups Save a Soapbox Derby" ("Pups Save a Go Kart Race" in the United Kingdom) is the second segment of the 10th episode in Season 7 of PAW Patrol.
Summary
Adventure Bay is holding a "kids only" soapbox derby race, when a mysterious newcomer named "Hum-Kid" shows up, breaking rules.

Synopsis
Ryder and the pups are helping Alex assemble his soapbox racer, attaching wheels and a flame decal. Mayor Humdinger is also anticipating entering the race, intending to win the trophy Mayor Goodway will be awarding. In typical fashion, he intends to cheat, assembling his racer around the kitty carrier with a rocket engine added. He also "disguises" himself as a child, due to the age restriction on the race, and soon arrives to compete against Alex, Danny, and the Goodway twins. The unpowered racers get off to a slow start, and Mayor Humdinger promptly activates his engine to shoot ahead.
Alex gets knocked off the racecourse in the process, and his speed and Humdinger's quickly fill Chase with concern. Ryder thus summons the pups to the PAW Patroller, with Marshall arriving via a wheel lost by Humdinger's racer. Zuma is chosen to get Alex back on course, while Chase is to use his net to slow down "Hum-Kid." Alex's steering wheel briefly comes loose, but he is able to reattach it shortly before Zuma uses his hovercraft bumper to knock him back on course.
Chase catches up to Humdinger, but the mayor ignores his instructions to slow down and goes faster. Unfortunately, this sends both his rocket engine and the kitty carrier speeding out of control, while also exposing his identity to Chase. Ryder calls on Skye to rescue the airborne mayor and Rubble to catch the out-of-control carrier with the Catastrophe Crew aboard. Rubble succeeds in time to save a turtle that's walking along with the slow-moving racers, while Skye saves Humdinger just before his rocket engine plows into a cliff out in the desert.
Alex ends up crossing the finish line first and receiving the trophy, while a disgruntled Danny ends up crossing last-even behind the turtle. Humdinger then passes on his way back to Foggy Bottom, but his banged up racer-being pulled by the kitty carrier-loses two of its wheels right in front of the crowd at the finish line.
