"Pups Save a Windy Bay" is the second segment of the 22nd episode in Season 5 of PAW Patrol.
Summary
A super strong wind suddenly sweeps up all the surfers in the Adventure Bay Windsurfing Race.

Synopsis
It was a beautiful day in Adventure Bay, there was windsurfing race in the bay. The contestants were Zuma, Katie, Danny, and Mayor Goodway. And, Chase was the speaker, with his megaphone, he announced that whoever windsurf towards Seal Island and back first is the winner, and wins the trophy. Mayor Humdinger was racing too, but he was somewhere hidden from the PAW Patrol, he built a blowing machine, which looked like a giant hairdryer, so he could cheat in the race by getting wind from the blower. His Kitten Catastrophe Crew turned it on for him to go, and they had to only point the blower on his sail.
Back at the beach, they started the race without Humdinger. The windsurfers were going slow because he wind wasn't blowing hard enough. Mayor Humdinger was going so ahead of them, leaving them wondering how he was going fast. The kittens were still keeping the blower going, when a crab caught Cats Marshall and Rubble attention to catch it, leaving them to make the blower less steady. As the blower was bouncing, it stopped pointing at Humdinger's sail and then, it pointed at the other windsurfers. Zuma landed at the beach, Katie started going in circles, were stuck on rocks, and Danny was stuck on top of the lighthouse.
Ryder summons the pups to the Lookout. Once the pups got geared up, Ryder explained that a mysterious powerful wind had blew in during the race and had set the windsurfers all over. He hired Zuma to use his buoy to rescue Katie, Rocky to use his tugboat to get Mayor Goodway and Chickaletta down from the rocks, and Skye to use her copter to lift Danny off the lighthouse. Once they're ready, they deploy their vehicles, and off they go to save the windsurfers.
Zuma used his buoy to save Katie from spinning in circles. Rocky used his tugboat hook to get Mayor Goodway and Chickaletta off the rocks and onto Seal Island. Skye caught Danny with her harness as he was falling. For the Kitten Catastrophe Crew, the blower started floating in the water and speeding out of control across the bay. Ryder discovered the blower and believed Mayor Humdinger was behind it. The blower started pushing Humdinger so fast and out of control. Skye gave him her harness to lift him out of the way, but he refused to lose the race. Zuma turned his hovercraft into a submarine, so he could turn off the blower without Humdinger seeing him. Zuma had reached the blower, while was underwater, and was slowing it down by anchoring his rescue arm to the raft. But, it was still going, they could still crash. Luckily, Zuma found the button to turn off the blower, he pressed it, and Humdinger and his kittens were saved.
Back at the beach, Humdinger got a punishment by using his blower to cool down the beach goers, instead of performing the race. The race had started again, this time, Humdinger pointed the blower at the windsurfers, so they could get enough speed and wind for the race.

- Use his buoy to rescue Katie.
- Use his tugboat to get Mayor Goodway and Chickaletta down from the rocks.
- Use her copter to lift Danny off the lighthouse.
First Responders (2nd Emergency)
- Lift Mayor Humdinger off the windsurfer board.
- Go underwater and get to the fan without Humdinger seeing him, then shut it down.
