"Pups Save the Dizzy Dust Express" is the first segment of the 8th episode in Season 8 of PAW Patrol.
Summary
When the Dizzy Dust Express appears with no one aboard, the PAW Patrol must stop the runaway train and find the missing passengers.

Synopsis
The PAW Patrol are helping Mayor Goodway with the reopening of the Dizzy Dust Canyon train station, which has long been defunct. According to Uncle Otis, this was due to creatures called "Dizzy Dusters" driving out the denizens of the town the train station previously served. This mystery is soon put aside when the train, which is supposed to be driven by Engineer Ed, passes the station without stopping. Ryder summons the pups to the nearby PAW Patroller, with Marshall gets caught in some balloons before bouncing off the train station's welcoming banner to cause his customary pileup.
Following the debriefing, Ryder selects Chase to attempt communicating with the engineer using the PAW Patroller megaphone while Skye scouts ahead to check that the track is clear. Prior to Skye's deployment, Ryder has Robo-Dog engage high speed mode so that the PAW Patroller can gain on the speeding train. When Chase's calls to the engineer provoke no response, Rocky uses his x-ray screen to scan the train and determines that both Engineer Ed and all the train's passengers are missing. Skye then reports to Ryder that the train is heading for a sharp curve, which could cause it to go off the tracks if it isn't slowed down.
Ryder selects Rubble, who fears that the Dizzy Dusters are involved, and Rocky to help him deal with the out-of-control train by boarding it. Rubble hooks onto the train with his rig to slow it down, and Ryder and Rocky jump onboard and manage to brake it to a stop. The pair then search the train and see clear signs of habitation and decide that the best way to determine where the missing occupants have gone is to reverse the train and follow its path. With the train safely at the station, the PAW Patroller and Skye head into Dizzy Dust Canyon itself.
Skye finds more evidence of the missing passengers, and her copter is then sent spinning by a powerful wind. She then discovers the true nature of the Dizzy Dusters: they're small cyclones. Moreover, she finds that the engineer and passengers have taken refuge in a small shack, the entrance to which has been blocked by the wind. Rubble is soon at work clearing the debris, though the PAW Patroller has to pull in to block the path of a Dizzy Duster. The vehicle then takes all the former train passengers aboard and makes its way back to the train station, where all the mysteries are cleared up.
