Summary
Mayor Humdinger steals Katie's Portable Pet Wash and ends up causing bubble trouble all over town.

Synopsis
Ryder and the pups are helping Katie film a commercial for her new Portable Pet Wash, though Rocky's enthusiasm is drastically reduced when he learns he's expected to take a bath. Mayor Humdinger, meanwhile, is in the midst of cleaning the Kitten Catastrophe Crew when he comes across the video for the Portable Pet Wash. Rather than simply asking Katie for her help, Mayor Humdinger decides to steal the pet wash for himself, luring Katie and Robo-Dog out of the truck before driving off with it. Katie quickly calls Ryder to inform him of this development, and Ryder summons the pups into the Lookout.
Marshall, on his way in, crashes into the pups' video camera and goes flying into the other pups in the elevator. Ryder debriefs the pups and selects Chase and Rocky to take part in the mission. As Mayor Humdinger attempts to get the pet wash back to Foggy Bottom, the kittens continue to press buttons and activate various features. Ryder and the pups catch up to them and attempt to convince Humdinger to stop; in response, he orders the cats to continue pressing buttons.
Instead of distracting Ryder and the pups, this act generates a number of large bubbles, some of which encase and carry off the kittens while the others make the pet wash truck fly into the air. Rocky is sent after the kittens while Ryder and Chase pursue the truck, which Mayor Humdinger falls out of after realizing that he's airborne. Humdinger lands safely, and Rocky soon has all six kitties-now sparking clean-safe on the ground as well. However, the pet wash is now floating towards Adventure Bay, prompting Ryder to summon Skye and Zuma.
Mayor Goodway and Katie spot the pet wash as it floats over the town, and Ryder organizes all four pups in the effort to bring it down. Skye lifts Rocky into the air to shut down the pet wash, and Ryder borrows Daring Danny X's latest ramp for their efforts. Backing his hovercraft up onto the ramp, Zuma uses his fans to blow away the bubbles keeping the truck airborne while Chase clears the area of civilians. The pet wash soon lands safely, and quickly has a line of customers eager to see their pets cleaned off. However, the first customer in need of the wash, Mayor Humdinger, needs it for his own cleanliness, and that of his clothes, rather than that of his pets.
