"Pups Save the Wacky Water Skiers" is the first segment of the 1st episode in Season 10 of PAW Patrol.
Summary
When Emmy and Eddie take a joyride, Hurricane Harrigan and Cap'n Turbot get caught water skiing behind the out-of-control boat.

Synopsis
Out on Adventure Beach, Ryder and the pups are playing a game where Rocky places a bunch of pails for them to leap over. Meanwhile, Francois approaches Mrs. Marjorie with unusually long, freshly baked baguettes, one of which is snatched by Maynard. As he leaves the two to share some with Cap'n Turbot, Zuma leaps too far and accidentally covers their baguette with sand. After he apologies, Mrs. Marjorie tells him that she's watching over Eddy and Emmy, who are getting windsurfing lessons from his idol, Hurricane Harrigan.
Near the beach's shoreline, Hurricane Harrigan shows off a stunt he calls the "Air Kabikuchi", which involves him flipping over a baby whale. As he surfs with said whale, the twins make their return to Mrs. Marjorie, only to sneak onto Cap'n Turbot's boat for a game of ship instead. While Emmy is pretending to be a captain, she accidentally activates the boat's throttle, causing it to veer away from the pier. Cap'n Turbot wakes up to find the twins commandeering his boat before falling overboard, water skiing on the two baguettes Francois left him earlier. The Flounder quickly makes its way towards Hurricane Harrigan, who attempts to rescue Cap'n Turbot, only for the sail to his windsurfing board to come apart, leaving the two wacky water skiers to plead the twins to stop the boat. Seeing the chaos unfold from the beach, Francois calls the PAW Patrol for help.
Ryder summons the PAW Patrol to the PAW Patroller, where they are suited up in their standard gear and briefed on the mission, and deploys Zuma to pull alongside the Flounder and help the twins stop the boat, and Skye to warn the other swimmers to clear the area from above. Shortly after, as a flock of seagulls eat Cap'n Turbot's baguette skis, forcing him to hop onto Hurricane Harrigan's shoulders, the twins accidentally break the levers to the Flounder's throttle, causing it to speed out of control.
Rocky is called in and airlifted aboard the Flounder by Skye. He fixes the throttle with his screwdriver and cuts the engine, allowing Zuma to latch a buoy onto the Flounder. However, the wacky water skiers lose their hold to the ship and surf toward a mother whale and her baby. Fortunately, Cap'n Turbot is able to tell the two to turn away, allowing Hurricane Harrigan to perform another Air Kabikuchi before returning to shore, applauded by a crowd gathered on the beach.
Back at the pier, Zuma gushes over Hurricane Harrigan's performance and dubs Cap'n Turbot "Tornado Turbot". After Emmy and Eddie apologize for the situation and thank the PAW Patrol for the rescue, the group share a laugh as the whales return, splashing in the ocean before spewing water from their spouts.
