Synopsis
Outside the Lookout, while the PAW Patrol are creating paintings for the art festival, Francois appears and announces that he is a judge of the festival. After observing the pups' paintings, he leaves to check on the other contestants' artworks in Adventure Bay. Meanwhile, in Foggy Bottom, while Mayor Humdinger finishes a painting of the Kitten Catastrophe Crew, Cassie appears and shows him Eddie and Emmy's painting. To ensure that the twins win, Cassie encourages Humdinger to steal the other paintings in exchange for a ticket to the Clown Spectacular.
Outside the entrance to Adventure Bay's Museum, Mayor Humdinger, disguised as a clown, requests all the contestants participating in the art festival to leave their artworks with him to be hung in the gallery. Unfortunately, once the contestants leave, Mayor Humdinger stashes all the paintings away in a van, leaving Eddie and Emmy's to be the only one hung in the museum. However, as he leaves, he trips over his horn and leaves behind the pair of yellow glasses he was wearing.
Inside the museum, while Eddie and Emmy are making a mess on the walls with their chocolate-covered hands, Mayor Goodway arrives with Francois, notes the missing paintings aside from the twins', and calls the PAW Patrol for help.
After learning of the situation with the art, Ryder summons the PAW Patrol to the Lookout where they are all suited up in their standard gear and briefed on their mission. He assigns Chase to use his detective skills to look for clues and Skye to fly above the area to look for anything suspicious. With that, the team deploys with Chase and Skye sliding down into their respective vehicles and setting off with Ryder.
Once the team arrive outside the museum, Chase sniffs around and locates some crumbs of a donut, which Mayor Goodway recalls Mr. Porter giving to the clown who took all the paintings. With this new information, Ryder and Chase head inside and question Cassie, who accidentally reveals that the rest of the paintings are away in a van. The team then exit the museum and discover skid marks and the yellow glasses that were left behind.
On Ryder's command, Skye follows the trail of tire tracks and locates the van heading toward Foggy Bottom, leading Ryder and Chase to it. Chase attempts to stop the van with his winch, but misses and accidentally opens its backdoors, revealing the missing paintings. He then deploys his megaphone and asks the driver, unaware that it is Mayor Humdinger, to stop. However, instead of stopping, Humdinger speeds up and hits a bump, causing some of the artworks to fly out. Fortunately, Chase is able to catch one with his winch while Ryder catches the others and calls on Rubble and Rocky for backup. Once they arrive, Rocky grabs two paintings with his extender while Rubble uses his crane to retrieve another stuck in a tree.
As Ryder and Chase catch the remaining paintings that fly out from the back of Mayor Humdinger's van, Humdinger hits another bump, causing his clown wig to obscure his vision and the van to spiral out of control toward a cliff. Chase uses his winch to hold the front of the van, preventing it from falling off, while Skye uses her harness to save Humdinger, whose disguise falls off after being rescued.
Back at the museum, the rest of the paintings are hung in the gallery and Cassie, Eddie, Emmy, and Mayor Humdinger are all punished by having to clean the mess the twins made on the walls earlier. After Mayor Goodway thanks the PAW Patrol for rescuing the paintings and the art festival, Francois announces that everyone who participated in the festival are winners.
